About

Following graduation in Mechanical Engineering - Energy in 1981, I served in the United States (U.S.) Navy and eventually gained the rank of Lieutenant. During my service, I completed the Navy's rigorous Nuclear Power Program and then served aboard the nuclear submarine USS Plunger (SSN 595), where I participated in two of its operations at the time.  On top of that when I was a midshipman, I had served on another submarine's strategic missile patrol.

I started my career as a capital projects manager, with other stops along the way, upon leaving the Service.  My first two stops were with BOC/Airco (Murray Hill, NJ) and later Sartomer Co. (West Chester, PA).   At both companies, I was responsible for the development and execution of a portfolio of small projects.  BOC's projects were for their specialty gases division and dealt with cryogenic liquid helium transfer systems, acetylene plant upgrades, and electronic gas handling systems.  Sartomer was a small specialty chemicals company and managed In addition, I served for a time as the Maintenance Engineer running the maintenance department at BOC’s Riverton, NJ, facility.

I joined Mobil Oil Corporation (Mobil) in 1989 and primarily developed and managed capital projects at two of their refinery locations, Paulsboro NJ, and Chalmette LA.  I managed a fairly wide array of refinery processing projects while at Mobil with the most notable ones being major upgrades to a crude unit, hydrotreater, and the installation of a hydrogen pipeline.  I also participated in the planning and execution of refinery unit turnarounds.  I completed my M.B.A. at Rutgers- Camden while at Mobil.  Upon graduation there, I became a strategic planner responsible for long-range strategic planning coordination and analysis of the refinery’s capital expenditures and capital appropriations.  At Chalmette, I served a period as a maintenance engineer for the sulfur treating units, cokers, and crude units.

In 1996, I joined Air Products & Chemicals’ (Air Products) Hydrocarbon Group (Allentown PA) This group marketed and supplied plants utilizing Air Products’ technologies to the oil and gas industry.  Here I developed and managed the engineering and construction of several new plant projects utilizing cryogenic and other light end separation technologies.

In 2002, I joined CBI/Howe Baker (CBI) as a Project Manager at their offices in Dallas, Texas, and Tyler, Texas.  There, I managed the engineering, fabrication, and construction of refinery processing units for major and independent oil companies.   The plant types I dealt with primarily were sulfur processing, hydrotreating, and hydrogen plants.  I managed a number of front-end engineering and designs (FEED).

I started with Baker & O’Brien, Inc. in 2008, as a senior consultant and started my independent consulting firm, Jackson Energy, in 2021.  I completed my doctorate in economics and an accompanying masters in energy management while at Baker & O'Brien. My Ph.D. dissertation focused on the effects of the introduction of horizontal drilling and other technologies and the resulting shale oil boom on the industrial organization of the oil and gas industry.

Today, I live in the Dallas TX area with my wife of almost 40 years, Susie.  I have three grown kids with two of them still living in the DFW area with their families and with my youngest working and living in California.
